Since its establishment, national service has been considered one of the strategic choices adopted by Algeria, constituting a comprehensive national project with integrated dimensions and systems. It has proven its effectiveness at all levels by involving all active elements in society, from the people to the army, to strengthen the bonds that bind them together and achieve lofty goals represented in construction, development, and upbringing on the values of citizenship, developing society, and defending the homeland. National service has maintained its role in society throughout the various political phases that Algeria has passed through, starting from the socialist system to the current liberal system, as it is the ideal tool for consolidating national values, instilling a sense of belonging and loyalty to the homeland, strengthening the state's defense capabilities, the readiness of the National People's Army, and its cohesion with all citizens to preserve the pillars of the state and the foundations of society, and confronting the various threats that Algeria has faced and is facing at the present time. تعتبر الخدمة الوطنية منذ تأسيسها أحد الخيارات الإستراتيجية التي اتخذتها الجزائر وشكلت مشروعا وطنيا متكامل الأبعاد والأنساق، أثبتت فعاليتها على كافة الأصعدة والمستويات من خلال إشراكها لجميع الفاعلين في المجتمع من أفراد الشعب والجيش لتعزيز الروابط وتقوية الأواصر، وتحقيق أهداف سامية تمثلت في البناء والتشييد والتنشئة على قيم المواطنة وتطوير المجتمع، والدفاع عن الوطن. وقد حافظت الخدمة الوطنية على وظيفتها في المجتمع خلال مختلف المراحل السياسية التي مرت بها الجزائر بدءا من النظام الاشتراكي، إلى النظام الليبرالي القائم حاليا، كونها الأداة المثلى لترسيخ القيم الوطنية وإشباع حاجة الانتماء والولاء للوطن، وتعزيز قدرات الدولة الدفاعية وجاهزية الجيش الوطني الشعبي والتحامه مع كافة المواطنين للحفاظ على أركان الدولة ومقومات المجتمع، والوقوف في وجه مختلف التهديدات التي جابهتها وتجابهها الجزائر في الوقت الراهن.

ملخص : تعد الوثيقة السياسية الوسيلة المادية، التاريخية؛ واللامادية باعتبارها تحمل تصورات ورغبات المجتمعات في بناء دولها ونُظمها القيمية التي تحقق سعادتها؛ بيان أول نوفمبر 1954 حمل آمال الشعب الجزائري في الاستقلال عن النظام الاستعماري وثقافته الأجنبية الاقصائية، فلقد أسس لنموذج مواطنة خاص بالشعب الجزائري وهو ما تجسد لاحقا في دساتير الدولة الوطنية الجزائرية المستقلة. كلمات مفتاحية: بيان أول نوفمبر 1954، المواطنة، الدولة الوطنية. Abstract: The political document is a material, historical and immaterial means, as it carries the perceptions and desires of societies in building their states and value systems that achieve their happiness. The November 1, 1954 Declaration carried the hopes of the Algerian people for independence from the colonial system and its exclusionary foreign culture. It established a model of citizenship specific to the Algerian people, which was later embodied in the constitutions of the independent Algerian national state. المهاجر غير الشرعي: بين إثبات الهوية و متغيرات المواطنة

نتناول في هذا المقال؛ موضوع المهاجر غير الشرعي؛ بين إثبات هويته المحلية ومتغيّرات المواطنة في مجتمعه الجديد إن كتب له القبول؛ أي: في ظلّ ما تفرضه العصرنة من انفتاح على الآخر. لكن ما يلفت الانتباه هنا؛ هو ضرورة إعادة قراءة نمط تفكير هذا المهاجر في الهجرة، بكل ترتيباتها المادية والمعنوية؛ لأنّنا سنبحث في ظاهرة نفسية واجتماعية واقتصادية، قبل أن تتحوّل الى ظاهرة أمنية وقانونية، ولعلّ مخاوف الاندماج أو مشروعية العودة الى المجتمع الأصلي، في جدلية الصراع بين الحفاظ على الثوابت وبين حق ممارسة المواطنة والانفتاح على الحياة، من القضايا التي تثبت بقاء الهجرة كظاهرة طبيعية إنسانية بامتياز. الكلمات المفتاحية: الإنسان؛ الهجرة؛ الهوية؛ المواطنة؛ الاندماج. This article examines the issue of undocumented migrants, exploring the challenges of establishing their local identity and navigating the complexities of citizenship in their new society, should they be accepted. This occurs within the context of modernity's emphasis on openness to others. However, a crucial point to consider is the need to re-examine the migrant's mindset regarding migration, with all its material and moral dimensions. We will be examining a psychological, social, and economic phenomenon before it transforms into a security and legal issue. The anxieties surrounding integration or the legitimacy of returning to their country of origin, within the ongoing debate between preserving cultural values and the right to citizenship and engagement with life, underscore the enduring nature of migration as a fundamentally human phenomenon
