تجربة ملحقة الديوان الوطني لمحو الامية و تعليم الكبار بالجلفة : محو أمية المرأة والفتات كآلية لدعم وتفعيل تمدرس الاطفال

Abstract

تدخل تجربة الديوان الوطني لمحو الأمية في ولاية الجلفة بإنشاء مراكز محو الأمية وما قبل تمهين للمرأة والفتاة بالتعاون مع منظمة اليونيسيف في إطار تقليص نسبة الأمية في الوسط النسوي حيث كانت تسجل أعلى نسبة على المستوى الوطني، الأمر الذي يؤثر سلبا على كل أفراد الأسرة بما في ذلك التمدرس الناجح للأطفال، فكان الاهتمام بتعليم المرأة والفتاة وتحفيزها بمختلف الوسائل بهذه المراكز (آلات خياطة ونسيج تقليدي وعصري.).. تمّ إدخال وسائل تحفيزية جديدة دافعة لتعلّم المرأة، إضافة إلى مساعدة المرأة على إنشاء مؤسسات مصغرة مدّرة للدخل عن طريق القرض المصغّر و تمّ فتح فضاءات للأطفال الصغار (تمّ تجهيزها بدعم منظمة اليونيسيف) لتحفيز فئة جديدة من النساء للالتحاق بهذه المراكز لمحو أميّته ّن، والتكف ّل بأطفالهن بتسجيلهم في أفواج للتربية التحضيرية تؤطرها مربيات ضمنت الملحقة تكوينهن في إطار هذا المشروع. كللت هذه التدخلات بإقبال مجموعة معتبرة من النساء وتقليص نسبة الأمية في الولاية إلى 20%

The annex of the National Office of Literacy of the wilaya of Djelfa has tried to fight relentlessly against illiteracy where the rate was the highest at the national level. This experience with the active collaboration of the UNICEF organization and the participation of some associations of the wilaya working in this area is part of the eradication of this scourge, which continues to threaten society especially women and girls, constituting a burden and a blockage to economic progress that leads to marginalization, discrimination and vulnerability even for children. All the means available within these ONAEA centers such as sewing machines, traditional and modern weaving ... to encourage women to come. Learning a technique that allows them to earn income and improve their living conditions. These literate women, equipped with basic knowledge, trained in the practice of sewing weaving ..., could take better care of their children and guide them and follow their schooling. These motivational programs have encouraged illiterate women and girls to enroll in these centers. Some of them have even been able to set up their own income-generating businesses through small loans.160 Another incentive has been set up in this case spaces for small children (a sort of nursery) equipped with the technical support of the UNICEF organization. These little children are cared for in preparatory education classes supervised by teachers whom the annex had trained. Significant results have been achieved leading to a decline in the illiteracy rate in the whole Wilaya (region) to 20% (ONS, 2008)

L'annexe de l'office national de l'alphabétisation de la wilaya de Djelfa à mené une lutte acharnée contre l'analphabétisme où le taux était le plus élevé à l'échelle nationale. Cette expérience avec la collaboration active de l'organisation de l'UNICEF et avec la participation de certaines associations de la wilaya travaillant dans ce domaine s'inscrit dans le cadre de l'éradication de ce fléau, qui menace la société notamment les femmes et les jeunes filles, constituant un fardeau et un facteur de blocage au progrès économique induisant161 marginalisation, discrimination et vulnérabilité même pour l'enfance. Tous les moyens disponibles au sein de ces centres de l'ONAEA tels que les machine à coudre, de tissage traditionnel et moderne…pour inciter les femmes à venir. L’apprentissage d’une technique leur permettant de se procurer des revenus et d’améliorer leur condition de vie. Ces femmes alphabétisées, pourvues de connaissances de base, formées à la pratique du tissage de la couture…, pouvaient veiller mieux sur leurs enfants, les orienter et suivre leur scolarisation. Ces programmes motivateurs ont incité les femmes et les fillettes illettrées à s'inscrire dans ces centres. Certaines d'entre elles ont même pu créer leurs propres entreprises génératrices de revenus par le biais de petits crédits. Un autre moyen incitatif a été mis en place : des espaces pour les petits enfants (une sorte de crèches) équipés avec le soutien technique de l'organisation de l'UNICEF afin de les encourager à venir se libérer de l’illettrisme. Ces petits enfants sont pris en charge dans des classes d'éducation préparatoires encadrées par des enseignantes que l'annexe avait formées. Des résultats probants ont été réalisés induisant un recul du taux l'analphabétisme dans toute la wilaya à 20% (ONS, 2008)
