Abstract

ملخص في ظل المتغيرات العالمية التي مست الكثير من مجالات الحياة، لا سيما الاقتصادية منها، وباعتبار الاقتصاد العمود الفقري لأي مجتمع وقوة هذا المجتمع ترتكز أساسا على قوة اقتصادها، ذهب الكثير من الدول الى ابتكار سياسات تقنيات وأساليب جديدة للارتقاء باقتصاداتها الوطنية، ولعل من أهم هذه الأساليب هو الذهاب نحو دعم المؤسسات الصغيرة والمتوسطة، والجزائر كغيرها من دول العالم تبنت سياسة دعم المؤسسات الصغيرة والمتوسطة، لتتماشى مع المتطلبات العالمية، خاصة بعد انخفاض سعر البترول الذي كان يعتبر عمود الاقتصاد الجزائري، مما اضر بالاقتصاد الوطني، وأجبر الدولة الى تبني سياسات جديدة لإنقاضه، حيث أصبح بمقدور أي مواطن لديه مشروع جيد وواضح يساهم في التنمية الاقتصادية، ويمتص ولو جزء صغير من البطالة أن يحصل على الدعم الكامل لمشروعه من معدات ومكان عمل وقروض مالية لانطلاقة المشروع وغيرها من القوانين التسهيلية لفتح المجال للجميع ومساعدتهم على تحقيق مشاريعهم، ولكن ورغم كل هذه التسهيلات الا أن هذا القطاع مازال يعاني من الكثير من المشاكل والصعوبات، التي حالت في الكثير من الأحيان بينها وبين تحقيق الأهداف الأساسية لهذه المشاريع Abstract: In light of the global changes that affected many areas of life, especially the economic ones, and considering the economy the backbone of any society and the strength of this society is based mainly on the strength of its economy, many countries went to invent new technologies and methods to improve their national economies, and perhaps the most important of these methods It is to go towards supporting small and medium enterprises, and Algeria, like other countries of the world, has adopted a policy of supporting small and medium enterprises, in line with global requirements, especially after the drop in the price of oil, which was considered the pillar of the Algerian economy, which harmed the national economy, and forced the state to adopt new policies to destroy it.
