سياسة منحة البطالة والاستقرار الاجتماعي والسياسي

Abstract

الملخص يعتبر الشغل من بين اهم محاور السياسات الاجتماعية الهادفة لمحاربة الفقر والإقصاء الاجتماعي، وتسعى الجزائر مثل باقي دول العالم التحكم في حجم البطالة ووضعت لدلك جملة من البرامج والإجراءات التي تهدف إلى تسهيل عملية الدمج المهني في سوق العمل وامتصاص البطالة، إلى أنها لم تتمكن من التحكم في نسبها بشكل فعال وكاف ولم تتحسن أوضاع البطالين بالصورة المطلوبة، وكان من بين آخر الاجراءات اقرار العمل بسياسة منحة البطالة من اجل التخفيف من الاقصاء الاجتماعي وتحقيق نوع من العدالة الاجتماعية داخل المجتمع الذي يؤدي الى تحقيق الاستقرار السياسي و الاجتماعي. Abstract: Algeria, like the countries of the world, seeks to address the problem of unemployment in Algerian society. It has developed a number of programs aimed at facilitating the process of professional integration in the labor market and absorbing unemployment. However, it has not been able to address the problem of unemployment once and for all, and the conditions of the unemployed have not improved in the required manner. Employment is among the most important axes of social policies aimed at combating poverty and social exclusion, so the Algerian state deliberately approved the unemployment grant policy in order to alleviate social exclusion and achieve a kind of social justice within society that leads to achieving political and social stability, which reflects the political and economic success of any government.
